1. Name/Nature of Club; The club shall be called ANDOVER CRICKET CLUB. The club is a non-profit making organisation and any surplus income or gains are reinvested into the club and does not permit distribution of club assets, in cash or in kind to members or third parties. The purpose of the club is providing facilities for and promoting participation in cricket.
  • Affiliation: The Club is affiliated to the England & Wales Cricket Board through the Hampshire Cricket Board.

2.1 The club shall adopt and implement the ECB Safe Hands – Cricket’s Policy for Safeguarding Children and any future versions of the policy.

  • The Club shall adopt and implement the ECB Cricket Equity Policy and any other future versions of              this policy.

3.0 Constitution: The club shall consist of a president, vice presidents, chairman and members, both playing, social and supporting and managed by an executive committee.

  • The condition of membership: Shall be payment of the annual subscription. Application for membership must be made to to the membership secretary, on the appropriate membership            application. Membership approval for new members to be confirmed within 7 days from receipt of application, subject to the provisions of RULE 6.
  • All members, playing or non-playing, must abide by the club constitution, code of conduct and rules of the             
  • Other sports clubs using the club premises shall be entitled to become associate members and such membership shall be accompanied by such subscription or payment, as is agreed between the clubs.
  • Guest players, umpires, scorers, coaches, tea ladies and any person, whilst participating in the club’s activities or helping the club in repairs, maintenance and groundsmen’s duties on a voluntary basis.
  • All new volunteers joining the club shall apply in writing and adopt the club constitution, code of conduct and rules of the club.
  1. Annual Subscription: The annual subscription for full playing members shall be fixed at the annual general meeting.. A pricing policy for the year will be agreed at the AGM and circulated with membership forms. Non-payment of subscription shall be non-membership of club and therefore, grounds for non-selection.
  2. Match Fees: Match fees shall be fixed by the Annual General Meeting every year, and approval of the executive committee as necessary, as shall any other regular match day contributions.
  3. Exclusion of Members: The executive committee shall have power to exclude any individual from membership of the club, provided that any such member concerned shall have an opportunity of being heard before the committee. The decision of the committee shall be final.
  4. Voting: The qualification to vote and take active part in a general meeting of the club shall be payment of the current annual subscription. In the case of a meeting held before 1st January, payment of the preceding subscription shall be required.
  5. Annual General Meeting: The financial year of the club shall end on 31st October, and the executive committee shall convene the annual general meeting within six weeks of that date.
  6. Extra-ordinary General Meeting: The secretary shall call an extra-ordinary general meeting if required to do so by the committee, or by notice in writing, stating the special object thereof, from at least four full members of the club. Such meetings shall be held within not less than 14 days and not more than 21 days from the date of receipt by the secretary of the requisition.
  7. Alteration to rules: Amendment to these rules shall only be made at a general meeting of the club. At least fourteen days notice in writing must be given by the secretary of any proposed amendment.
  8. Executive Committee and Sub-Committees: The club’s affairs shall be managed by the executive committee, which shall consist of the chairman, vice chairman, secretaries, treasurer, welfare officer, head groundsman, bar manager, sponsorship/p/development officer, chair of selection committee, and ladies/youth representative. The president is an ex-officio member of the executive committee. The committee shall have power to co-opt any other club members as additional committee members. Associated clubs may also be co-opted
  9. Election of Committees: President, vice-presidents and members of the executive shall be elected at the annual general meeting, along with other officers and with captains of the club’s adult elevens, together with the ratification of the youth and ladies section committee.
  10. Quorum: The quorum of all committees meetings shall be at least quarter.
  11. Meetings: The executive committee shall meet at least monthly during the season and thereafter as often as necessary and the Selection committee; which shall meet once a week during the season.
  12. Club Colours: Shall be Cambridge blue, Oxford blue and gold.

  1. Inability to play: It is the responsibility of a member selected for a match to advise the relevant captain immediately if he is unable to play, and also advise of his unavailability for future selection.
  2. Expenses: It is the responsibility of captains to ensure that players are paid up members and that match fees are enforced.. Prompt accounting of all monies to the treasurer is essential.
  3. Indoor nets: Captains shall arrange control of these.
  4. Dress and conduct: Club members shall be expected to dress and behave appropriately on the field of play. Each member shall abide by the code of conduct and rules of the club, in particular, the following shall be regarded as unacceptable conduct:-
  5. Verbal or physical abuse to other players, officials or members of the public.
  6. Disputing an umpire’s decision or acting in a provocative or disapproving manner towards an umpire at any time.
  • Using crude or abusive language or hand signals.

Members are reminded of RULE 6, which may be implemented at any time, should RULE 19 be contravened.

  1. Removal of Membership, Discipline and Appeals

20.1 Any complaints regarding the behaviour of members, guests or volunteers should be lodged in writing with the Secretary.

20.2 Any person that is the subject of a written complaint or appeal shall be notified of the procedures to be followed by the relevant committee in reasonable time to prepare for any hearing.

20.3 The Committee shall appoint a disciplinary sub-committee (Disciplinary Sub-Committee) who will meet to hear complaints within [21] days of a complaint being lodged.  Any person requested to attend a Disciplinary Sub-Committee shall be entitled to be accompanied by a friend or other representative and to call witnesses. The Disciplinary Sub-Committee has the power to take appropriate disciplinary action on behalf of the Committee, including the termination of membership or exclusion from Club premises.

20.4 The outcome of the disciplinary hearing shall be put in writing to the person who lodged the complaint and the person against whom the complaint was made within [14] days following the hearing.

20.5 There shall be a right of appeal within 14 days of receipt of the disciplinary decision or decision to refuse membership:

20.5.1 against the Disciplinary Sub-Committee’s findings or the sanction imposed or both; and

20.5.2 against the Committee’s refusal to admit a new member in either case, the Committee shall appoint an appeals committee (“Appeals Committee”).  The Appeals Committee shall have a maximum of three members which shall not include members involved with the initial disciplinary hearing but may include non-members of the Club.  The Appeals Committee shall consider the appeal within [21] days of the Secretary receiving the appeal. The individual who submitted the appeal shall be entitled to be accompanied by a friend or other representative and to call witnesses. The decision of the Appeals Committee shall be final and binding on all parties.

  1. Dissolution: If at any general meeting of the club, a resolution be passed calling for the dissolution of the club, the secretary shall immediately convene a special general meeting of the club to be held not less than one month thereafter to discuss and vote on the resolution.

21.1 If at the special general meeting, the resolution is carried by at least two thirds of the full members present at the meeting, the general committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the assets of the club and discharge all debts and liabilities of the club.

21.2 After discharging all debts and liabilities of the club, the remaining assets shall not be paid or distributed among the full members of the club, but shall be given or transferred to another registered CASC organisation, a registered charity or the sports’ governing body.

  1. Welfare: The club has to ensure duty of care to all members by adopting and implementing the ECB SAFE HANDS Welfare of young people in cricket policy and any further versions of the policy or other directives and policies. Also, all Andover Cricket Club policies must be implemented, and code of conduct and rules adhered to. These will be on the club notice board and website.
  2. Accidents/Incidents: To be reported and official forms to be completed.

Andover Cricket Club (The Club) is committed to ensuring all Children (i.e. all persons under the age of 18 ) participating in cricket have a safe and positive experience.

We will do this by:

  • Recognising all children participating in cricket (regardless of age, gender, race, religion, sexual orientation, ability or disability) have the right to have fun and be protected from harm in a safe environment
  • Ensuring individuals working within cricket at, or for, our club provide a welcoming, safe, and fun experience for children
  • Adopting and implementing the Englandand Wales Cricket Board (ECB) “Safe Hands – Cricket’s Policy for Safeguarding Children”
  • Appointing a Club safeguarding officer and ensuring they attend training modules required by the ECB,
  • Ensuring all people who work in cricketat, or for, our club (such as staff, officials, volunteers, team managers, coaches and so on) understand how the “Safe Hands Policy” applies to them
  • Ensuring all individuals working within cricket at, or for, the club are recruited and appointed in accordance with ECB guidelines and relevant legislation
  • Ensuring all individuals working within cricket at, or for, the club are provided with support, through education and training, so they are aware of, and can adhere to, good practice and Code of Conduct guidelines defined by the ECB, and the
  • Implementing the ECB’s Diversity and Inclusion policy in full.
  • Ensuring the name and contact details of the Club safeguarding officer is available:
  • As the first point of contact for parents, children and volunteers/staff within the club
  • As a local source of procedural advice for the club, its committee and members
  • As the main point of contact within the club for the ECB County Welfare Officer and the ECB Safeguarding Team, and
  • As the main point of contact within the club for relevant external agencies in connection with child safeguarding
  • Ensuring correct and comprehensive reporting procedures exist for raising and managing child safeguarding concerns.
  • Providing an environment where the views of children, parents and volunteers are sought and welcomed on a range of issues. This will help us create an environment where people have the opportunity to voice any concerns (about possible suspected child abuse/neglect, and/or about poor practice) to the Club Safeguarding Officer
  • *Details of the County Welfare Officer will be made available, in case the Club Safeguarding officer is unavailable, or the concern relates to the Club Safeguarding officer.
  • Ensuring all suspicions concerns and allegations are taken seriously and dealt with swiftly and appropriately.
  • Ensuring access to confidential information relating to child safeguarding matters is restricted to those who need to know in order to safeguard children – including the Club safeguarding officer and the appropriate external authorities, such as the Local Authority Designated Officer (LADO), as specified within ECB child safeguarding procedures.

  • This policy is fully supported by the Andover Cricket Club’s officers and management committee who are responsible for the implementation of this policy.

Andover Cricket Club is committed to the investigation of any claims when brought to its attention, of discrimination, harassment, bullying, abuse or victimisation of an individual, and reserves the right to impose such sanction as it considers appropriate and proportionate, where such is found to be the case.

The ECB wishes to ensure that any photographic material captured of children within the cricketing environment is done so appropriately and does not wish to prevent parents and carers from being able to take photographs and make recordings of their children. Accordingly, Andover Cricket Club has devised the following policy in order to explain the proportionate controls which are necessary to adhere to current safeguarding and good practice criteria.

Photographs and recorded images are regarded as ‘personal data’ in terms of Data Protection. As such, Andover Cricket Club will undertake to gain consent from the child, adult or both before capturing, sharing or publishing images for internal or external purposes. In addition, this personal data will be processed in accordance with GDPR principles, and other relevant legislation and guidance.

For the avoidance of doubt this policy also applies to all forms of Social Media including, but not limited to, Facebook, Twitter, Instagram, YouTube, websites, chat rooms, blogs etc.

In relation to using cameras at training, matches and other club occasions Andover Cricket Club policy is that:-

  • Photographs/images of any children are not to be taken without the prior consent of the parents/carers. Permission by proxy (e.g. at a team event) can only be granted if prior consent has been sought on behalf of each child. The coach/team manager must be made aware of any children for whom consent has not been given.
  • Children should be informed that someone is going to take photographs. They should also be informed that if they are worried about this they can report their concerns to an appropriate adult (parent/coach/team manager).
  • In advance of, or prior to the start of any group events, participants and attendees will be asked to complete a camera consent registration form.

In relation to publishing images, Andover Cricket Club policy is that:-

  • Permission to use the images will be requested of the child’s parent/carer. Where possible parent and child will be shown the image in advance. An explanation of how the image is to be used will also be given. The child’s permission should also be sought.
  • According to ECB guidance, even after consent has been granted, if a photograph or recorded image of the child is published, their name should not be. Conversely, if a child is named, their image should not be shown.
  • All children should only be shown wearing the appropriate clothing in order to reduce the risk of inappropriate use.
  • If at any time video is used as a coaching aid, written consent will be requested. The material will then be stored securely and deleted or destroyed either at a parent’s request or when the material is no longer needed.

Please be aware that we should all be vigilant to the possibility of individuals who wish to gain images of children for inappropriate use. Any concerns should be reported to a club official or event organiser at the time the concerns occur.

In addition, any concerns regarding inappropriate, or intrusive photography or use of images should be reported to the club Safeguarding Officer (Clare Thain) and will be recorded in the same manner as any other child protection or safeguarding concern.

At Andover Cricket Club we are committed to providing a friendly, safe and caring environment for all children who participate in cricket. We aim for all children to be able to train and play cricket in a relaxed and secure atmosphere.

Bullying of any kind is not acceptable at our club. If any kind of bullying occurs, then anyone who knows about it is expected to tell someone who can then do something about it. All children should be assured that telling someone about what has happened will result in them being taken seriously, and that the incidents will be dealt with promptly and effectively.

Everyone must respect the rights, dignity and worth of all participants regardless of gender, ability, cultural background or religion. Bullying of any kind will not be tolerated and may result in disciplinary action being taken.

What is bullying?

Bullying is the use of aggression with the intention of hurting another person. Bullying results in pain and distress to the victim which is why it needs to be taken seriously and addressed promptly. Equally, those children who are bullying need support to learn how to behave differently. In all cases where an adult bullies a child, it will be reported to the ECB to be dealt with by the ECB safeguarding team.

Bullying can take many forms. These are some examples:-

  • Emotional: Being unfriendly, unkind, excluding others, using derogatory language
  • Physical: Pushing, kicking, hitting, punching or any use of violence
  • Racist: Racial taunts, using disrespectful words or gestures
  • Sexual: Unwanted physical contact or sexually inappropriate/abusive comments
  • Homophobic: Using a person’s sexuality to demean or devalue them
  • Verbal: Teasing, name-calling, sarcasm, spreading rumours
  • Cyber: Using any digital platform to target others with the intention of harm; misuse of camera/video technology

Signs and Symptoms

A child may, or may not tell you they are being bullied. For this reason, all adults should be aware that some of the signs and symptoms are as follows:-

  • Changes to their usual routine
  • Is unwilling to go to training or matches
  • Becomes withdrawn, anxious or lacking in confidence
  • Comes home with torn clothes, damaged belongings or missing possessions
  • Asks for money, or starts stealing money
  • Has unexplained cuts or bruises
  • Is frightened to say what’s wrong

In more extreme cases, the child:-

  • Starts stammering
  • Cries themselves to sleep or has nightmares
  • Becomes aggressive, disruptive or unreasonable
  • Is bullying other children or siblings
  • Stops eating
  • Threatens or attempts suicide, or runs away

 

Objectives of this policy

All adults and children at the club should have an understanding of what bullying is, know what the club’s anti-bullying policy is, and know what to do if bullying arises.

Procedures

If you have any concerns speak to the person in charge of the training session or match.

This person will contact the club Safeguarding Officer, who will then follow up with all those involved, with the intention of resolving the matter in a straightforward way. You may also contact the Safeguarding Officer directly if you prefer.

In cases of serious bullying, the incidents will be reported to the ECB Safeguarding Team.

Andover Cricket Club recognises the importance of health and safety and will take all reasonable measures to ensure the health and safety of members and guests to the club. All members have a responsibility for their own health and safety and towards others who may be affected by the club’s activities.

In relation to cricketing activities:-

  • Club Officers will carry out a risk assessment of each venue before the start of each season. Separate Covid-19 risk assessments will be carried out according to current guidelines.
  • A cricket-focused first aid kit will be available at the Club at all times. Individual first aid kits will be distributed to youth team managers.
  • Captains and Team Managers are advised to carry a mobile phone in case emergency calls are required to be made.
  • Open age team captains and all individuals in direct contact with youth players will undergo DBS clearance.
  • All players must wear helmets and protective equipment in accordance with ECB regulations.
  • The Club requires that all youth members (under 18yrs old) provide medical and emergency contact details. The Club membership forms will be used for this purpose. Information will be held within the club’s membership database and information about relevant players will be made available to coaches and team managers where it is deemed appropriate or necessary.
  • When youth players are practising at the same time as adult members, there will always be at least two adults present at all times, unless that player’s parent or guardian is present.
  • The Club will encourage captains, team managers and regular volunteers to become qualified first aiders.
  • An accident form will be completed when necessary and submitted to the Club Safeguarding Officer. A review will be undertaken and the risk assessment updated with the aim of avoiding a recurrence if possible.

In relation to the Facilities, Equipment & Ground Maintenance:-

  • Only suitably trained or competent members of the Club, or suitably trained or competent sub-contractors appointed by the Club will undertake hazardous groundworks to the pitch and/or ground.
  • Protective clothing and equipment will be provided for all suitably trained or competent parties when any hazardous work is undertaken.
  • Any work undertaken using herbicides is carried out by fully qualified sub-contractors.
  • All plant, machinery and equipment (including fire safety), will be suitable for the purpose for which it is intended, and will be maintained and stored in a safe condition. The use of all such items will be adequately controlled.
  • All plant, machinery and equipment will be checked for suitability in line with the manufacturers’ recommendations and/or annually. Where the equipment is deemed not fit-for-purpose, it will be removed and disposed of safely, and replaced as necessary.
  • When procuring any equipment or products, the Club will assess them to ensure that the risks from their use are as low as is reasonably practicable and that they are suitable for the purpose for which they are intended. All considerations such as COSHH, noise, vibrations etc will be reviewed.

  • Encourage and support all the players without pressure and refrain from criticism.
  • Encourage players to recognise and applaud good performance, regardless of which team they are playing for.
  • Discourage unfair play, arguing with officials and “sledging”. Making unkind, sarcastic or disrespectful comments in the name of “banter” will be considered as inappropriate behaviour.
  • Do not condone, or allow to go unchallenged, any form of discrimination.
  • Support the players by being punctual.
  • Support Coaches and Team Managers by helping players to adhere to their own Code of Conduct – see Andover CC Player Code of Conduct.
  • Share information with Coaches or Team Managers regarding any problems which might negatively impact on a player’s cricketing experience.
  • We encourage you to share or discuss any concerns or queries you may have, with your player’s Coach, Team Manager or the Club Safeguarding Officer.

  • Refrain from arguing with officials.
  • Do not condone, or allow to go unchallenged, any form of discrimination.
  • Display high standards of behaviour, language and manner.
  • Treat the Club’s facilities and equipment with respect at all times.
  • Place the well-being and safety of children above the development of performance.
  • Ensure that activities are appropriate for the age, maturity, experience and ability of the individual.
  • Respect children’s opinions when making decisions about their participation in Cricket.
  • Do not smoke, drink alcohol or use banned substances whilst actively working with children at the Club.
  • Do not provide children with alcohol when they are under the care of the Club.
  • Follow the ECB guidelines set out in “Safe Hands – Cricket’s Policy for Safeguarding Children”, and any other relevant guidelines issued.
  • Report any concerns in relation to a child, following reporting procedures laid down by the ECB.

In addition to the above, all Club Officers and appointed Staff/Volunteers will:-

  • Have been appropriately vetted, if required, before taking on their role.
  • Hold relevant qualifications and be covered by appropriate insurance.
  • Always work in an open environment. Avoid private or unobserved situations and encourage an open environment.
  • Inform players and parents of the requirements of cricket.
  • Know and understand the ECB Safe Hands – Cricket’s Policy for Safeguarding Children.
  • Develop an appropriate working relationship with young players based on mutual trust and respect.
  • Ensure that physical contact is appropriate and necessary and is carried out within recommended guidelines with the young player’s full consent and approval.
  • Do not engage in any form of sexually related contact with a young player. Using sexual innuendoes or terms, flirting and making inappropriate gestures are all strictly forbidden. The ECB adopts the Home Office guidelines which recommend the principle: “people in positions of trust and authority do not have sexual relationships with 16-17 year olds in their care”.
  • Attend appropriate training to remain up to date, especially with respect to the safeguarding of children.

  • Attend training and matches with a positive attitude towards developing and reaching your own potential.
  • Helmets and all protective equipment must be worn in accordance with ECB regulations and/or when instructed to do so.
  • Respect the Club’s facilities and equipment at all times.
  • Do not condone, or allow to go unchallenged, any form of discrimination.

In addition to the above, all Youth Players are asked to:-

  • Respect all coaches, volunteers and Team Managers by listening and following instructions.
  • Avoid disruptive behaviour like messing about or actively distracting others. Players who persist with behaviours which are not conducive to the successful running of an activity for all participants, will be asked to sit out of the activity.
  • No players are allowed to drink alcohol, smoke or take drugs whilst on club premises or while representing the club.

Andover CC is keen to involve all youth players in the on-going evolution of their code of conduct. Please discuss these points with your children and ask them what they would like the rules to be. You could ask them how they would want to be treated? How do they think any broken rules should be dealt with? Do they feel able to raise or voice any concerns they might have?

  • To broadcast live streams of some adult/youth (minimum age 14yrs) cricket matches which are shown live on YouTube, and may be available indefinitely. The camera will capture live stream action, mostly of the square but the camera or view may occasionally change position. Live streams also have an overlay graphic showing the team scores and bowler’s/batters’ data (including names as they appear in Play-Cricket). Highlights are made indefinitely available on Instagram and Facebook. The images captured may or may not be displayed in and accessed from all countries in which these platforms operate.

 

Who we will disclose your Personal Data to

  • Junior team managers, coaches and open age captains will have access to your personal data in order to support the administration of matches and training sessions.

Legal basis for processing your Personal Data

The legal basis for the collection and processing of your personal data is:-

  • For administration: that it is necessary to fulfill our obligations to deliver cricket activities.
  • For dealing with medical needs: that you have given your explicit consent or in the child’s vital interests.
  • In all other cases: that it is necessary for our legitimate interests which are to build a programme to encourage participation in cricket and our Club and does not prejudice or harm rights and freedoms of adults, parents/guardians or the children that join the programme.
  • For obtaining/using/sharing of live streams/photographs/recordings: that it is necessary to seek individual written consent of every participant on every occasion.

 

Your right to withdraw consent

  • Where you have given your consent to any processing of personal data, you have the right to withdraw that consent at any time. If you do, it will not affect the lawfulness of any processing for which we had consent prior to your withdrawing it.
  • For the obtaining/using/sharing of live streams/photographs/recordings, the consequences of consent being withheld or withdrawn will require the cessation/deletion of all image capturing activities.

 

How long will we keep your Personal Data

  • We will not retain your personal data for longer than is reasonable or necessary for the purposes for which it was collected. We shall retain your personal data for such time as you are registered with Andover Cricket Club as a member.

  1. Name/Nature of Club; The club shall be called ANDOVER CRICKET CLUB. The club is a non-profit making organisation and any surplus income or gains are reinvested into the club and does not permit distribution of club assets, in cash or in kind to members or third parties. The purpose of the club is providing facilities for and promoting participation in cricket.
  • Affiliation: The Club is affiliated to the England & Wales Cricket Board through the Hampshire Cricket Board.

2.1 The club shall adopt and implement the ECB Safe Hands – Cricket’s Policy for Safeguarding Children and any future versions of the policy.

  • The Club shall adopt and implement the ECB Cricket Equity Policy and any other future versions of              this policy.

3.0 Constitution: The club shall consist of a president, vice presidents, chairman and members, both playing, social and supporting and managed by an executive committee.

  • The condition of membership: Shall be payment of the annual subscription. Application for membership must be made to to the membership secretary, on the appropriate membership            application. Membership approval for new members to be confirmed within 7 days from receipt of application, subject to the provisions of RULE 6.
  • All members, playing or non-playing, must abide by the club constitution, code of conduct and rules of the             
  • Other sports clubs using the club premises shall be entitled to become associate members and such membership shall be accompanied by such subscription or payment, as is agreed between the clubs.
  • Guest players, umpires, scorers, coaches, tea ladies and any person, whilst participating in the club’s activities or helping the club in repairs, maintenance and groundsmen’s duties on a voluntary basis.
  • All new volunteers joining the club shall apply in writing and adopt the club constitution, code of conduct and rules of the club.
  1. Annual Subscription: The annual subscription for full playing members shall be fixed at the annual general meeting.. A pricing policy for the year will be agreed at the AGM and circulated with membership forms. Non-payment of subscription shall be non-membership of club and therefore, grounds for non-selection.
  2. Match Fees: Match fees shall be fixed by the Annual General Meeting every year, and approval of the executive committee as necessary, as shall any other regular match day contributions.
  3. Exclusion of Members: The executive committee shall have power to exclude any individual from membership of the club, provided that any such member concerned shall have an opportunity of being heard before the committee. The decision of the committee shall be final.
  4. Voting: The qualification to vote and take active part in a general meeting of the club shall be payment of the current annual subscription. In the case of a meeting held before 1st January, payment of the preceding subscription shall be required.
  5. Annual General Meeting: The financial year of the club shall end on 31st October, and the executive committee shall convene the annual general meeting within six weeks of that date.
  6. Extra-ordinary General Meeting: The secretary shall call an extra-ordinary general meeting if required to do so by the committee, or by notice in writing, stating the special object thereof, from at least four full members of the club. Such meetings shall be held within not less than 14 days and not more than 21 days from the date of receipt by the secretary of the requisition.
  7. Alteration to rules: Amendment to these rules shall only be made at a general meeting of the club. At least fourteen days notice in writing must be given by the secretary of any proposed amendment.
  8. Executive Committee and Sub-Committees: The club’s affairs shall be managed by the executive committee, which shall consist of the chairman, vice chairman, secretaries, treasurer, welfare officer, head groundsman, bar manager, sponsorship/p/development officer, chair of selection committee, and ladies/youth representative. The president is an ex-officio member of the executive committee. The committee shall have power to co-opt any other club members as additional committee members. Associated clubs may also be co-opted
  9. Election of Committees: President, vice-presidents and members of the executive shall be elected at the annual general meeting, along with other officers and with captains of the club’s adult elevens, together with the ratification of the youth and ladies section committee.
  10. Quorum: The quorum of all committees meetings shall be at least quarter.
  11. Meetings: The executive committee shall meet at least monthly during the season and thereafter as often as necessary and the Selection committee; which shall meet once a week during the season.
  12. Club Colours: Shall be Cambridge blue, Oxford blue and gold.

  1. Inability to play: It is the responsibility of a member selected for a match to advise the relevant captain immediately if he is unable to play, and also advise of his unavailability for future selection.
  2. Expenses: It is the responsibility of captains to ensure that players are paid up members and that match fees are enforced.. Prompt accounting of all monies to the treasurer is essential.
  3. Indoor nets: Captains shall arrange control of these.
  4. Dress and conduct: Club members shall be expected to dress and behave appropriately on the field of play. Each member shall abide by the code of conduct and rules of the club, in particular, the following shall be regarded as unacceptable conduct:-
  5. Verbal or physical abuse to other players, officials or members of the public.
  6. Disputing an umpire’s decision or acting in a provocative or disapproving manner towards an umpire at any time.
  • Using crude or abusive language or hand signals.

Members are reminded of RULE 6, which may be implemented at any time, should RULE 19 be contravened.

  1. Removal of Membership, Discipline and Appeals

20.1 Any complaints regarding the behaviour of members, guests or volunteers should be lodged in writing with the Secretary.

20.2 Any person that is the subject of a written complaint or appeal shall be notified of the procedures to be followed by the relevant committee in reasonable time to prepare for any hearing.

20.3 The Committee shall appoint a disciplinary sub-committee (Disciplinary Sub-Committee) who will meet to hear complaints within [21] days of a complaint being lodged.  Any person requested to attend a Disciplinary Sub-Committee shall be entitled to be accompanied by a friend or other representative and to call witnesses. The Disciplinary Sub-Committee has the power to take appropriate disciplinary action on behalf of the Committee, including the termination of membership or exclusion from Club premises.

20.4 The outcome of the disciplinary hearing shall be put in writing to the person who lodged the complaint and the person against whom the complaint was made within [14] days following the hearing.

20.5 There shall be a right of appeal within 14 days of receipt of the disciplinary decision or decision to refuse membership:

20.5.1 against the Disciplinary Sub-Committee’s findings or the sanction imposed or both; and

20.5.2 against the Committee’s refusal to admit a new member in either case, the Committee shall appoint an appeals committee (“Appeals Committee”).  The Appeals Committee shall have a maximum of three members which shall not include members involved with the initial disciplinary hearing but may include non-members of the Club.  The Appeals Committee shall consider the appeal within [21] days of the Secretary receiving the appeal. The individual who submitted the appeal shall be entitled to be accompanied by a friend or other representative and to call witnesses. The decision of the Appeals Committee shall be final and binding on all parties.

  1. Dissolution: If at any general meeting of the club, a resolution be passed calling for the dissolution of the club, the secretary shall immediately convene a special general meeting of the club to be held not less than one month thereafter to discuss and vote on the resolution.

21.1 If at the special general meeting, the resolution is carried by at least two thirds of the full members present at the meeting, the general committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the assets of the club and discharge all debts and liabilities of the club.

21.2 After discharging all debts and liabilities of the club, the remaining assets shall not be paid or distributed among the full members of the club, but shall be given or transferred to another registered CASC organisation, a registered charity or the sports’ governing body.

  1. Welfare: The club has to ensure duty of care to all members by adopting and implementing the ECB SAFE HANDS Welfare of young people in cricket policy and any further versions of the policy or other directives and policies. Also, all Andover Cricket Club policies must be implemented, and code of conduct and rules adhered to. These will be on the club notice board and website.
  2. Accidents/Incidents: To be reported and official forms to be completed.

Andover Cricket Club (The Club) is committed to ensuring all Children (i.e. all persons under the age of 18 ) participating in cricket have a safe and positive experience.

We will do this by:

  • Recognising all children participating in cricket (regardless of age, gender, race, religion, sexual orientation, ability or disability) have the right to have fun and be protected from harm in a safe environment
  • Ensuring individuals working within cricket at, or for, our club provide a welcoming, safe, and fun experience for children
  • Adopting and implementing the Englandand Wales Cricket Board (ECB) “Safe Hands – Cricket’s Policy for Safeguarding Children”
  • Appointing a Club safeguarding officer and ensuring they attend training modules required by the ECB,
  • Ensuring all people who work in cricketat, or for, our club (such as staff, officials, volunteers, team managers, coaches and so on) understand how the “Safe Hands Policy” applies to them
  • Ensuring all individuals working within cricket at, or for, the club are recruited and appointed in accordance with ECB guidelines and relevant legislation
  • Ensuring all individuals working within cricket at, or for, the club are provided with support, through education and training, so they are aware of, and can adhere to, good practice and Code of Conduct guidelines defined by the ECB, and the
  • Implementing the ECB’s Diversity and Inclusion policy in full.
  • Ensuring the name and contact details of the Club safeguarding officer is available:
  • As the first point of contact for parents, children and volunteers/staff within the club
  • As a local source of procedural advice for the club, its committee and members
  • As the main point of contact within the club for the ECB County Welfare Officer and the ECB Safeguarding Team, and
  • As the main point of contact within the club for relevant external agencies in connection with child safeguarding
  • Ensuring correct and comprehensive reporting procedures exist for raising and managing child safeguarding concerns.
  • Providing an environment where the views of children, parents and volunteers are sought and welcomed on a range of issues. This will help us create an environment where people have the opportunity to voice any concerns (about possible suspected child abuse/neglect, and/or about poor practice) to the Club Safeguarding Officer
  • *Details of the County Welfare Officer will be made available, in case the Club Safeguarding officer is unavailable, or the concern relates to the Club Safeguarding officer.
  • Ensuring all suspicions concerns and allegations are taken seriously and dealt with swiftly and appropriately.
  • Ensuring access to confidential information relating to child safeguarding matters is restricted to those who need to know in order to safeguard children – including the Club safeguarding officer and the appropriate external authorities, such as the Local Authority Designated Officer (LADO), as specified within ECB child safeguarding procedures.

  • This policy is fully supported by the Andover Cricket Club’s officers and management committee who are responsible for the implementation of this policy.

Andover Cricket Club is committed to the investigation of any claims when brought to its attention, of discrimination, harassment, bullying, abuse or victimisation of an individual, and reserves the right to impose such sanction as it considers appropriate and proportionate, where such is found to be the case.

The ECB wishes to ensure that any photographic material captured of children within the cricketing environment is done so appropriately and does not wish to prevent parents and carers from being able to take photographs and make recordings of their children. Accordingly, Andover Cricket Club has devised the following policy in order to explain the proportionate controls which are necessary to adhere to current safeguarding and good practice criteria.

Photographs and recorded images are regarded as ‘personal data’ in terms of Data Protection. As such, Andover Cricket Club will undertake to gain consent from the child, adult or both before capturing, sharing or publishing images for internal or external purposes. In addition, this personal data will be processed in accordance with GDPR principles, and other relevant legislation and guidance.

For the avoidance of doubt this policy also applies to all forms of Social Media including, but not limited to, Facebook, Twitter, Instagram, YouTube, websites, chat rooms, blogs etc.

In relation to using cameras at training, matches and other club occasions Andover Cricket Club policy is that:-

  • Photographs/images of any children are not to be taken without the prior consent of the parents/carers. Permission by proxy (e.g. at a team event) can only be granted if prior consent has been sought on behalf of each child. The coach/team manager must be made aware of any children for whom consent has not been given.
  • Children should be informed that someone is going to take photographs. They should also be informed that if they are worried about this they can report their concerns to an appropriate adult (parent/coach/team manager).
  • In advance of, or prior to the start of any group events, participants and attendees will be asked to complete a camera consent registration form.

In relation to publishing images, Andover Cricket Club policy is that:-

  • Permission to use the images will be requested of the child’s parent/carer. Where possible parent and child will be shown the image in advance. An explanation of how the image is to be used will also be given. The child’s permission should also be sought.
  • According to ECB guidance, even after consent has been granted, if a photograph or recorded image of the child is published, their name should not be. Conversely, if a child is named, their image should not be shown.
  • All children should only be shown wearing the appropriate clothing in order to reduce the risk of inappropriate use.
  • If at any time video is used as a coaching aid, written consent will be requested. The material will then be stored securely and deleted or destroyed either at a parent’s request or when the material is no longer needed.

Please be aware that we should all be vigilant to the possibility of individuals who wish to gain images of children for inappropriate use. Any concerns should be reported to a club official or event organiser at the time the concerns occur.

In addition, any concerns regarding inappropriate, or intrusive photography or use of images should be reported to the club Safeguarding Officer (Clare Thain) and will be recorded in the same manner as any other child protection or safeguarding concern.

At Andover Cricket Club we are committed to providing a friendly, safe and caring environment for all children who participate in cricket. We aim for all children to be able to train and play cricket in a relaxed and secure atmosphere.

Bullying of any kind is not acceptable at our club. If any kind of bullying occurs, then anyone who knows about it is expected to tell someone who can then do something about it. All children should be assured that telling someone about what has happened will result in them being taken seriously, and that the incidents will be dealt with promptly and effectively.

Everyone must respect the rights, dignity and worth of all participants regardless of gender, ability, cultural background or religion. Bullying of any kind will not be tolerated and may result in disciplinary action being taken.

What is bullying?

Bullying is the use of aggression with the intention of hurting another person. Bullying results in pain and distress to the victim which is why it needs to be taken seriously and addressed promptly. Equally, those children who are bullying need support to learn how to behave differently. In all cases where an adult bullies a child, it will be reported to the ECB to be dealt with by the ECB safeguarding team.

Bullying can take many forms. These are some examples:-

  • Emotional: Being unfriendly, unkind, excluding others, using derogatory language
  • Physical: Pushing, kicking, hitting, punching or any use of violence
  • Racist: Racial taunts, using disrespectful words or gestures
  • Sexual: Unwanted physical contact or sexually inappropriate/abusive comments
  • Homophobic: Using a person’s sexuality to demean or devalue them
  • Verbal: Teasing, name-calling, sarcasm, spreading rumours
  • Cyber: Using any digital platform to target others with the intention of harm; misuse of camera/video technology

Signs and Symptoms

A child may, or may not tell you they are being bullied. For this reason, all adults should be aware that some of the signs and symptoms are as follows:-

  • Changes to their usual routine
  • Is unwilling to go to training or matches
  • Becomes withdrawn, anxious or lacking in confidence
  • Comes home with torn clothes, damaged belongings or missing possessions
  • Asks for money, or starts stealing money
  • Has unexplained cuts or bruises
  • Is frightened to say what’s wrong

In more extreme cases, the child:-

  • Starts stammering
  • Cries themselves to sleep or has nightmares
  • Becomes aggressive, disruptive or unreasonable
  • Is bullying other children or siblings
  • Stops eating
  • Threatens or attempts suicide, or runs away

 

Objectives of this policy

All adults and children at the club should have an understanding of what bullying is, know what the club’s anti-bullying policy is, and know what to do if bullying arises.

Procedures

If you have any concerns speak to the person in charge of the training session or match.

This person will contact the club Safeguarding Officer, who will then follow up with all those involved, with the intention of resolving the matter in a straightforward way. You may also contact the Safeguarding Officer directly if you prefer.

In cases of serious bullying, the incidents will be reported to the ECB Safeguarding Team.

Andover Cricket Club recognises the importance of health and safety and will take all reasonable measures to ensure the health and safety of members and guests to the club. All members have a responsibility for their own health and safety and towards others who may be affected by the club’s activities.

In relation to cricketing activities:-

  • Club Officers will carry out a risk assessment of each venue before the start of each season. Separate Covid-19 risk assessments will be carried out according to current guidelines.
  • A cricket-focused first aid kit will be available at the Club at all times. Individual first aid kits will be distributed to youth team managers.
  • Captains and Team Managers are advised to carry a mobile phone in case emergency calls are required to be made.
  • Open age team captains and all individuals in direct contact with youth players will undergo DBS clearance.
  • All players must wear helmets and protective equipment in accordance with ECB regulations.
  • The Club requires that all youth members (under 18yrs old) provide medical and emergency contact details. The Club membership forms will be used for this purpose. Information will be held within the club’s membership database and information about relevant players will be made available to coaches and team managers where it is deemed appropriate or necessary.
  • When youth players are practising at the same time as adult members, there will always be at least two adults present at all times, unless that player’s parent or guardian is present.
  • The Club will encourage captains, team managers and regular volunteers to become qualified first aiders.
  • An accident form will be completed when necessary and submitted to the Club Safeguarding Officer. A review will be undertaken and the risk assessment updated with the aim of avoiding a recurrence if possible.

In relation to the Facilities, Equipment & Ground Maintenance:-

  • Only suitably trained or competent members of the Club, or suitably trained or competent sub-contractors appointed by the Club will undertake hazardous groundworks to the pitch and/or ground.
  • Protective clothing and equipment will be provided for all suitably trained or competent parties when any hazardous work is undertaken.
  • Any work undertaken using herbicides is carried out by fully qualified sub-contractors.
  • All plant, machinery and equipment (including fire safety), will be suitable for the purpose for which it is intended, and will be maintained and stored in a safe condition. The use of all such items will be adequately controlled.
  • All plant, machinery and equipment will be checked for suitability in line with the manufacturers’ recommendations and/or annually. Where the equipment is deemed not fit-for-purpose, it will be removed and disposed of safely, and replaced as necessary.
  • When procuring any equipment or products, the Club will assess them to ensure that the risks from their use are as low as is reasonably practicable and that they are suitable for the purpose for which they are intended. All considerations such as COSHH, noise, vibrations etc will be reviewed.

  • Respect the rights, dignity and worth of every person within the context of cricket, treating them equally regardless of age, gender, ability, religion, sexuality, cultural or ethnic background.
  • Encourage and support all the players without pressure and refrain from criticism.
  • Encourage players to recognise and applaud good performance, regardless of which team they are playing for.
  • Discourage unfair play, arguing with officials and “sledging”. Making unkind, sarcastic or disrespectful comments in the name of “banter” will be considered as inappropriate behaviour.
  • Do not condone, or allow to go unchallenged, any form of discrimination.
  • Support the players by being punctual.
  • Support Coaches and Team Managers by helping players to adhere to their own Code of Conduct – see Andover CC Player Code of Conduct.
  • Share information with Coaches or Team Managers regarding any problems which might negatively impact on a player’s cricketing experience.
  • We encourage you to share or discuss any concerns or queries you may have, with your player’s Coach, Team Manager or the Club Safeguarding Officer.

  • Promote the positive aspects of cricket like good sportsmanship and acknowledging good performance.
  • Refrain from arguing with officials.
  • Do not condone, or allow to go unchallenged, any form of discrimination.
  • Display high standards of behaviour, language and manner.
  • Treat the Club’s facilities and equipment with respect at all times.
  • Place the well-being and safety of children above the development of performance.
  • Ensure that activities are appropriate for the age, maturity, experience and ability of the individual.
  • Respect children’s opinions when making decisions about their participation in Cricket.
  • Do not smoke, drink alcohol or use banned substances whilst actively working with children at the Club.
  • Do not provide children with alcohol when they are under the care of the Club.
  • Follow the ECB guidelines set out in “Safe Hands – Cricket’s Policy for Safeguarding Children”, and any other relevant guidelines issued.
  • Report any concerns in relation to a child, following reporting procedures laid down by the ECB.

In addition to the above, all Club Officers and appointed Staff/Volunteers will:-

  • Have been appropriately vetted, if required, before taking on their role.
  • Hold relevant qualifications and be covered by appropriate insurance.
  • Always work in an open environment. Avoid private or unobserved situations and encourage an open environment.
  • Inform players and parents of the requirements of cricket.
  • Know and understand the ECB Safe Hands – Cricket’s Policy for Safeguarding Children.
  • Develop an appropriate working relationship with young players based on mutual trust and respect.
  • Ensure that physical contact is appropriate and necessary and is carried out within recommended guidelines with the young player’s full consent and approval.
  • Do not engage in any form of sexually related contact with a young player. Using sexual innuendoes or terms, flirting and making inappropriate gestures are all strictly forbidden. The ECB adopts the Home Office guidelines which recommend the principle: “people in positions of trust and authority do not have sexual relationships with 16-17 year olds in their care”.

Andover Cricket Club is committed to safeguarding and promoting the well-being of all its members.

Andover CC believes that all club members and any person participating in any activity at the club should at all times show respect for the safety and well-being of others. We would ask that all players respect the following guidelines.

  • Respect the rights, dignity and worth of every person within the context of cricket, treating them equally regardless of age, gender, ability, religion, sexuality, cultural or ethnic background.
  • Play in a competitive manner but always within the laws and spirit of cricket.
  • Display good sportsmanship towards each other and opponents by recognising and applauding good performance.
  • Respect the officials and their decisions.
  • Refrain from “sledging”. Making unkind, sarcastic or disrespectful comments in the name of banter will be considered as inappropriate behaviour.
  • Attend training and matches with a positive attitude towards developing and reaching your own potential.
  • Helmets and all protective equipment must be worn in accordance with ECB regulations and/or when instructed to do so.
  • Respect the Club’s facilities and equipment at all times.
  • Do not condone, or allow to go unchallenged, any form of discrimination.

In addition to the above, all Youth Players are asked to:-

  • Respect all coaches, volunteers and Team Managers by listening and following instructions.
  • Avoid disruptive behaviour like messing about or actively distracting others. Players who persist with behaviours which are not conducive to the successful running of an activity for all participants, will be asked to sit out of the activity.
  • No players are allowed to drink alcohol, smoke or take drugs whilst on club premises or while representing the club.

Andover CC is keen to involve all youth players in the on-going evolution of their code of conduct. Please discuss these points with your children and ask them what they would like the rules to be. You could ask them how they would want to be treated? How do they think any broken rules should be dealt with? Do they feel able to raise or voice any concerns they might have?
